Tori Whale was a recurring character in Black Lightning.

Early Life

When she was a child, Tori's mother left her, Tobias, and their father. She and Tobias were abused throughout their childhood by Eldridge until they eventually left.

Some time later, Tori moved to Miami, Florida.

Throughout the Series

Season 1

In Black Jesus, she visited Tobias's loft. When she arrived, saw his piranhas eating a rat and said it was disgusting. Tobias greeted her with a hug. After they hugged, she asked him how are they going to kill Black Lightning.

Later on, Tori was watching the news report on Khalil's condition. She suggested to Tobias that they can manipulate the people in Freeland into killing Black Lightning by making the vigilante out to be the bad guy. Tori told Tobias that he could start by convincing Khalil that his paralysis was Black Lightning's fault.

In And Then the Devil Brought the Plague: The Book of Green Light, Tori walked into the room where Tobias is and asked what was wrong. He told her about his visit with Gambi. Angered, Tori said Lady Eve would not be happy with Tobias actions. Tobias told her he's not scared of Lady Eve. However, Tori informed him that it's not about fear but strategy. She went on and explained how Tobias was being reckless. Tobias explained how he deserves a seat at the table with the higher ups, but he believed that they're using Black Lightning's return to stop the process. After he started to rant about his past, Tori calmed him down. She told him the reason he's making bad decisions lately is due to not dealing with his first problem-their father. She explained how Tobias hasn't forgiven himself for their father. Tori smiled and informed him on how she found where Eldridge lives. Tori comforted Tobias after he remembered a child hood memory of Eldridge. She told him that once they deal with Eldridge, Tobias will be a new man.

Later on, at Eldridge's place, she and Tobias confronted their father. She watched silently as Tobias and Eldridge argued with each other.

Equinox: The Book of Fate is the last episode that she is in as she is killed by a stray bullet from a henchmen, while she and Tobias are escaping from Black Lightning.

Physical Appearance

Tori was a young African American woman. She had black shoulder length straight hair. Tori was mostly seen wearing black clothing such as a black leather jacket.

Personality

Tori seemed to have a rather sarcastic personality. Although, she was shown to be caring and protective of her brother, Tobias. In a flashback in And Then the Devil Brought the Plague: The Book of Green Light, their father, Eldridge, was shown to have mentally and physically abused Tobias. In hopes of defending her brother, Tori stood up to her father, but ended up getting slapped by him in the process.
